We sent a message to SAP regarding this issue. We test it with tcode EWCT and the behavior was the same (so it has nothing to do with MM settings).
SAP recommended to change the settings at ONOT transaction for the relevant currency. This worked out, but we believe is a "workaround" which avoids what we believe an anomalous system behavior(en error).
